This decision is only what was to be expected from any Consulting Engineer careful of his reputation and acquainted with the varying qualities of Bitland Cement, and in ordinary circumstances it would be unnecessary for us to add any

remarks upon

the subject. The Surveyor General. has. however thought fit to say that he can purchase locally Equally good fortland Cement to that we have been shipping and at a lower cost. I therefore

beg to offer following observations for the Secretary of State's consideration.

The Surveyor General states that in addition to saving five cents a barrel by purchasing "locally there is the further advantage that if the Cement " turns out damaged by rain or "damp he is able at
